
A MEETING WAS HELD AT LAND OFFICE ON MARCH 13, 2011 (THURSDAY) to check on the current status. The Resident Action Group Committee, led by YB Dr Tan Seng Giaw, met up with the Head of Technical Department of FT Land & Mines Office, En Yahya.
According to En Yahya, by end of this month, all residents should be able to get their final title.
However, there are still some issues that need to be thrashed out. The Action Committee will be calling for a meeting at Pemadam Office on Sunday 13 March 2011 to work out the outstanding issues.
- There are currently 49 files in Phase One being held up in JUPEM, which will be passed on to the Land Office for registration of final title.
- There are also titles that are issued in the name of the developer, which means, ownership of the plots of land would remain in the name of the developer until a transfer is properly executed. According to the Land Office, Kepong Garden Development Sdn Bhd still exists as a company with a registered address in Cangkat Raja Chulan, Kuala Lumpur.
- There are also some residents who were given photostat copies of the title back in 1994, and others who lost their original titles. They have to lodge a police report and make a Statutory Declaration and submit their application to the Land Office for a new title to be issued.
- There are also titles that still carry some old addresses held by the Land Office. Letters sent by the Land Office do not therefore reach the house owners, because the letters are sent to the registered addresses.

Let us solve this issue as soon as possible. The longer this issue is dragged, the harder it is to trace the old records. From the Land Office's point of view, we believe they will find their records in order, instead of facing questions of what to do when the developer failed to carry out survey of the area and had gone bankrupt, as in the case of Kepong Baru.

Last Wednesday (16 Feb 2011), YB Dr Tan Seng Giaw, Member of Parliament, Kepong and some residents went to the Survey and Mapping Department (JUPEM) where they were told:
(a) There are two sets of files - one registered in 1962 and a second set in 1969.
(b) JUPEM has already and completed the survey and mapping of Taman Kepong some time ago. Except for 50 files, they have handed over the rest of the files to the Land Office.
(c) According to the Land Office, some 400 house owners should be getting their titles soon.
On February 23, 2011, Dr Tan brought a group of residents to the FT Land Office (see picture).
(1) It is learnt that Encik Latif Ali has been transferred to Putrajaya with immediate effect.
(2) It is learnt that some 400 files (which probably came under Phase One with 524 houses mentioned by En Latif earlier on) have already been processed, mainly from the first set of files registered in 1962 (probably Phase Two with another 600 houses).

Two of the committee members who had their HSD and PT Numbers were able to verify that the final titles have been issued by the Land Office and ready for collection.
Another committee member whose house is in Jalan Tengah found out that his final title has not been issued yet. It is believed that this is the second set of files registered in 1969 are still with the Technical Department in the Land Office.
To check with the Land Office the status, please contact and provide the HSD Number and PT No via email to ejng@pc.jaring.my. Upon compilation of a list, an email will be sent to the Land Office to check the status. Correspondence via email will not disrupt the daily routine of Land Office staff.
If your titles have been issued, please arrange to collect the titles at the counter on Ground Floor at Federal House (Rumah Wilayah Persekutuan). Bring along:
(a) Original copy of your Hakmilik Sementara
(b) Original copy of your latest Cukai Tanah (Quit Rent) which shows you have made the payment.
ADDITIONAL ADVICE: IF your house has more than one owner, you need to produce a letter of authorisation which is signed by every joint-owner and bring along a copy of the individual IC (written on it "Untuk Kutipan Geran di Pejabat Tanah Sahaja"). One representative is sufficient to collect the final title.
(3) We were shocked to learn that some of the final titles are still registered under the name of the developer, Kepong Garden Development Sdn Bhd, with a registered address at No 27 Main Street, Kepong. We have urged the Land Office not to send the notices to this address, but deal with them separately.
(4) We also found that some of the owners still had their old correspondence address with the Land Office. For example, Mr Arumugam's registered correspondence address is still with his old house in Taman Nanyang. This means, the notice to collect the final title (or Geran) will be sent to the old address. WE THEREFORE ADVISE RESIDENTS TO CHECK THE STATUS OF THEIR FINAL TITLE WITH THE LAND OFFICE, IF THEY HAVE NOT RECEIVED THE NOTICE TO COLLECT THE FINAL TITLES.
